Central Virginia Regional Jail Overview

Central Virginia Regional Jail is operated by the Central Virginia Regional Jail Authority. The facility serves Fluvanna, Greene, Louisa, Madison, and Orange Counties. Madison County's official CVRJ Board page states that the authority operates the jail to provide secure confinement for adults convicted or accused of criminal activity. For Madison County arrests, the Madison County Sheriff's Office is the local law-enforcement agency, while CVRJ is the regional jail used for adult local custody.

CVRJ is a regional jail, not a Virginia Department of Corrections state prison. That distinction matters for inmate lookup. A person held before trial, held on a short local sentence, or held at CVRJ under local authority is not searched the same way as a sentenced VADOC prisoner. CVRJ's own history page says the jail opened with a design capacity of 96 and later expanded through major additions. The same facility history states that CVRJ has a staff of 156 and houses approximately 400 local, state, and federal prisoners. A state capacity report for 2023 lists Central VA Regional with rated capacity 642 and annualized average daily population of 442. Those are different source types, so they should be read as related but not identical measures.

Madison County does not have a separate local jail dashboard in the research. CVRJ budget materials instead allocate regional population days among the member jurisdictions. The FY2022 adopted budget table listed Madison's three-year average population days as 11,839 with a 10.27 percent allocation. That is not the same as a daily roster count for Madison residents, but it shows why Madison County custody is reported through the regional jail system.

Central Virginia Regional Jail Records

For records not visible through VINE, CVRJ's public-records route is a FOIA request to the Custodian of Records. The research did not locate an online CVRJ FOIA form. The CVRJ page instructs requesters to address requests to the Custodian of Records and mail them to the facility. Requests should identify the person, approximate date, arresting agency if known, and the type of record sought, such as a booking entry, custody-status detail, or jail record.

CVRJ's reentry page describes a Madison Reentry Council that works with public agencies, nonprofits, and faith-based groups. The council is volunteer based and has no fee. Its listed service areas include education, job training, employment, housing, transportation, clothing, food assistance, family support, medical services, substance-abuse care, and mental-health services. Named local resources include Madison County Department of Social Services, MESA, Madison Literacy Council, Madison Free Clinic, and regional rapid-access services.

Central Virginia Regional Jail History

CVRJ became operational on September 1, 1990, with a design capacity of 96 and original staff of 50. The facility history says a 50-bed dormitory and two classrooms were added in 1995. In 1999, the jail added 101 beds, an infirmary, inside recreation hall, more visitation space, laundry, a larger vehicular sally port, and other support spaces. CVRJ also reports 100 percent ratings on early DOC audits and later inspection cycles, plus National Institute of Corrections certification of its Objective Jail Classification Program in 1995.

Classification is the jail process used to sort inmates by risk, needs, legal status, and housing factors. For Madison County residents, that means the same regional facility may house people with different legal statuses, including pretrial detainees, sentenced local inmates, state prisoners held under authority, and some federal prisoners.
